ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy

Provides guidelines for multinational enterprises (MNEs) on responsible business conduct, covering labor rights, employment, training, conditions of work, and industrial relations, ensuring alignment with international labor standards.

What You Need to Know

Date of Adoption
Nov-77

The MNE Declaration provides voluntary guidelines for governments, employers, workers’ organizations, national and multinational enterprises worldwide. It was adopted more than 40 years ago and amended several times (in 2000, 2006, 2017), most recently in 2022.

It covers employment, training, conditions of work and life and industrial relations as well as general policies.

The Declaration emphasizes tripartite engagement (governments, employers, workers) and stakeholder consultation as key to responsible business conduct.

While not legally binding, it serves as a global reference standard to encourage enterprises to contribute positively to social and economic progress and to prevent labour abuses such as forced labour, child labour, and discrimination.
