EU sanctions on Russia in 2025: current status, outlook and challenges

Since Russia’s 2022 invasion of Ukraine, the EU has adopted 15 sanctions packages targeting Russia and its allies, with new regimes added in 2024. Measures address human rights abuses, hybrid threats, and sanction circumvention. Enforcement tools and penalties have been strengthened, with calls for tighter oversight and asset confiscation.
