EU Critical Raw Materials Act (CRMA)
Regulation (EU) 2024/1252 establishes a framework to secure the EU’s access to critical raw materials essential for strategic sectors. It promotes sustainable sourcing, strengthens domestic production, and reduces dependence on third-country suppliers to support Europe’s green and digital transitions.

Strategic Projects aim to build EU capacity across the critical raw materials value chain and meet the 2030 benchmarks:
- at least 10% of the EU's annual consumption for extraction
- at least 40% of the EU's annual consumption for processing
- at least 25% of the EU's annual consumption for recycling
- no more than 65% of the Union's annual consumption of each strategic raw material relies on a single third country supplier for any relevant stage of the value chain.
Large companies (>500 employees & >€150m turnover) have specific risk preparedness obligations:
They shall carry out a risk assessment of their raw materials supply chain of
strategic raw materials, including:
- a mapping of where the strategic raw materials they use are
extracted, processed or recycled; - an analysis of the factors that might affect their supply of strategic
raw materials; - an assessment of their vulnerabilities to supply disruptions
The European Commission carries out a criticality assessment at EU level on a wide range of raw materials every three years, the current list is composed of two categories:
Strategic Raw Materials (17 items) = focused subset (Annex I).
Critical Raw Materials (34 items) = broad list (Annex II).
